Jonathan Boston: Why do democracies struggle to respond to climate change and what can be done about it?

Many, if not most, democracies have struggled over the past three decades to put in place effective policies to mitigate climate change. Aotearoa is no exception. Moreover, in recent times the political challenges have become even harder. This talk outlines why climate change is such a 'wicked' policy problem, how it can be made less 'wicked', and what needs to happen in Aotearoa.
