TR 06-24 – Hutt Road from Aotea Quay overbridge to Jarden Mile intersection – Proposed Changes

We're asking for feedback on two proposed traffic and parking changes on Hutt Road.

Between Aotea Quay overbridge 9 (at approximately 87 Hutt Road) and the Jarden Mile intersection, we are proposing changes to parking and the shared walking and cycling path, the introduction of dedicated bus lanes at peak travel times and new or upgraded pedestrian crossing facilities, bus stops and shelters.

These changes aim to deliver a safer Hutt Road that caters for all ways of travelling.



Why are changes proposed?

Thorndon Quay and Hutt Road is one of Wellington’s busiest bus corridors, carrying around 10,000 passengers each weekday and a bus every 90 seconds in peak periods. It’s also the city’s busiest cycle route and one of its most important commuter routes.

Wellington’s population is growing with projections of a further 75,000 people over the next 30 years, including around 15,000 in the northern suburbs. In addition, around 27,750 are projected in the urban centres outside of Wellington City (Kāpiti, Porirua, Upper Hutt, Lower Hutt and the Wairarapa).

Thorndon Quay and Hutt Road will be critical to safely and efficiently catering for this growth. We've already heard from Wellingtonians that along this route you’d like to see increased safety for everyone, improved bus priority and reliability, better walking and cycling facilities and a more attractive street environment. These proposals aim to provide safer and more reliable travel choices for everyone – whether walking, cycling, driving or travelling by bus.

Following feedback and Council approval, the traffic restrictions will be added to the Council's legal database and instructions issued to contractors to install the changes.

Hutt Road from Aotea Quay overbridge to Jarden Mile intersection

For people on buses

  • Dedicated bus-only lanes at peak travel times (inbound 6:30am to 9:30am and outbound 4pm to 6:30pm). At all other times, buses will travel in general traffic. The changes will save up to eight minutes in the morning peak period for those heading into the city.
  • Some bus stops relocated to improve accessibility for pedestrians and upgraded to better serve those with mobility needs.
  • Improvements at Jarden Mile, including new shelters and a new bus interchange for transfers between State Highway 1 (Centennial Highway) and State Highway 2.

For people walking and cycling

  • Widening the shared path from Ngā Ūranga to Onslow Road and seamlessly connecting it to the Onslow to Tinakori Road shared path.
  • Upgrading the shared path to connect to others under construction, including Te Ara Tupua from Ngā Ūranga to Petone (Ngā Ūranga ki Pito One) and Thorndon Quay.
  • New or improved pedestrian and cycle crossings at Jarden Mile intersection.
  • Upgraded Rangiora Avenue pedestrian crossing with raised tables and traffic signals.

For people driving

  • Hutt Road resurfaced with clear line markings.
  • Road layout and signalling changes at the Onslow Road / Hutt Road intersection to enable traffic to exit Onslow Road more safely.
  • Jarden Mile intersection changes to support bus lanes and shared paths, including removing the slip lane from the State Highway 2 off-ramp to Hutt Road.
  • Parking designation and location changes to enable bus lane and shared path changes (a net loss of two parks).

The Council will make its decisions about these proposals in April 2024. Before it decides, we want to know whether the community supports the proposals.
