Our Revenue and Financing Policy guides our decisions on how to fund Council services. Under the policy, we take into account who benefits from a service (individuals, parts of the community, or the community as a whole) because this helps us determine how the service should be funded. The policy sets targets for each Council activity, determining what proportion should be funded from the user charges, general rates, targeted rates and other sources of income.

Because of the unusual circumstances arising from the Covid-19 pandemic, majority of the fee increases originally planned for the coming year are proposed to not go ahead, with the exception of several landfill and marinas fees. We want to ensure we are doing all we can to help the residents and businesses affected by the pandemic to recover by keeping most fees at current level. Keeping most of the fees at current level will create a revenue shortfall which will need to be funded through borrowings. This isn’t sustainable in the long-term, so there are likely to be larger fee increases in the 2021/22 year.

Waste has become one of the major concerns for our city. We are proposing fee increases in this area to pay for the costs of encouraging sustainable waste solutions, to minimise waste where possible, and to help incentivise waste minimisation behaviour among the community. We are proposing not to increase the fees related to recyclable (composting) green waste and Kai to Compost/Organics. The following general waste landfill fees increases are proposed as part of the Annual Plan:

    Do you plan to increase fees for access to the Aquatic Centre in Kilbirnie?

    Thank you for the question Aine. This year we are not proposing to increase any of our fees, except for the landfill and marina ones detailed on this page.
    So this means no increase for our pools.
