Development Contributions Policy Review

The Council is reviewing the Development Contributions Policy to bring it up to date with planned costs for community facilities, like water and transport infrastructure, in the new Long-term Plan 2021-31. The policy relates to planned costs that cater for growth.

We would like to hear your views on the proposed amended policy. The proposals include:

  • proposed updated development contribution charges
  • presentation in a new template provided by the Department of Internal Affairs
  • updated maps that include new development areas.

Your comments will inform the final policy, which is expected to be considered by Council in February 2022, as well as future reviews of the policy.

There are four documents to view here (listed under Documents to the right):

  • Statement of Proposal
  • Part 1 and Part 2: Proposed amended development contributions policy
  • Part 3: Policy catchment maps overview
  • Part 3: Policy catchment maps A to T.

The Statement of Proposal includes a summary of the proposed new charges and other changes. The detail can be found in Parts 1, 2 and 3 and your feedback on all documents is welcome.

Print copies are available from the Arapaki Library and Service Centre at 12 Manners Street, or email policy.submission@wcc.govt.nz or phone 04 499 4444 to request a copy.

How to provide feedback:

  • use the survey form provided below. We are looking for general comments on any aspect of the proposed amended policy, so the questions are open text for you to provide any feedback
  • if you prefer not to use the survey form, please email your feedback to: policy.submission@wcc.govt.nz
  • you could also print and complete the submission form (listed under Documents to the right) send it to:

  • About the survey

    Before you start, please read about the proposed changes in the Statement of Proposal and the other supporting information in this consultation document. 

    You won't need to answer all the questions (after the administrative questions), we would appreciate comments on any aspect of the proposed amended development contributions policy. 

    Your comments will be helpful to help the Council understand how the development contributions policy and changes are understood and considered, and will inform the remainder or this review and future reviews of the policy.

    Privacy statement

    All submissions (including names and contact details) are provided in their entirety to elected members. Submissions (including names but not contact details) will be made available to the public at our office and on our website. Your personal information will also be used for the administration of the consultation process, including informing you of the outcome of the consultation.
