The Development Contributions Policy was approved by the Council on 31 March 2022.

We are pleased to have heard from several Wellington residential and commercial property developers, the Property Council New Zealand, the retirement village and aged care sector, and other specialist developers (for example, hospitals and education) as well as from some individuals.

There has been high standard of submission, including valuable information, and we will be working to improve the policy as a result.

Next steps

Oral hearings have now been arranged for 17 February 2022 at the Finance and Performance Committee and all submissions have been published alongside the agenda, refer Finance and Performance Committee - 17 February 2022, 9.30AM - Meetings - Wellington City Council.

The Finance and Performance Committee is due to consider the proposed amended policy for approval on 17 March 2022.

Development Contributions Policy Review

The Council is reviewing the Development Contributions Policy to bring it up to date with planned costs for community facilities, like water and transport infrastructure, in the new Long-term Plan 2021-31. The policy relates to planned costs that cater for growth.

We would like to hear your views on the proposed amended policy. The proposals include:

  • proposed updated development contribution charges
  • presentation in a new template provided by the Department of Internal Affairs
  • updated maps that include new development areas.

Your comments will inform the final policy, which is expected to be considered by Council in February 2022, as well as future reviews of the policy.

There are four documents to view here (listed under Documents to the right):

  • Statement of Proposal
  • Part 1 and Part 2: Proposed amended development contributions policy
  • Part 3: Policy catchment maps overview
  • Part 3: Policy catchment maps A to T.

The Statement of Proposal includes a summary of the proposed new charges and other changes. The detail can be found in Parts 1, 2 and 3 and your feedback on all documents is welcome.

    Before you start, please read about the proposed changes in the Statement of Proposal and the other supporting information in this consultation document. 

    You won't need to answer all the questions (after the administrative questions), we would appreciate comments on any aspect of the proposed amended development contributions policy. 

    Your comments will be helpful to help the Council understand how the development contributions policy and changes are understood and considered, and will inform the remainder or this review and future reviews of the policy.
